A portfolio review should produce an investment decision

A portfolio review earns leadership attention when it makes the choices ahead clearer: what to fund, accelerate, protect, defer or stop.

What the sources contribute

Deloitte’s Strategic Portfolio Management perspective connects strategic choices with execution and value. Planview’s product positioning makes funding, capacity, scenarios and outcome tracking explicit. Gartner’s public SPM abstract describes enterprise-wide portfolio modelling for continuous strategic planning.

Together, these sources provide context for a broader decision view than project status alone. They do not establish a guaranteed return from a particular advisory engagement, nor do they prove that software can resolve every organisational trade-off.

Execution Clarity’s interpretation

Put the choice and its constraints in the same conversation. A high-priority initiative may still lack available capacity, depend on another commitment, or rely on a benefit assumption that has not been tested.

Record why a decision was made, who owns the expected benefit and what evidence would cause leadership to revisit it. A stop or defer recommendation needs the same discipline as a funding recommendation.

The operating model then needs to carry the approved choice into delivery. This is the boundary between two related capabilities: portfolio governance addresses investment choices; the Execution Operating Model addresses how approved work moves through decisions, ownership and delivery.
